No Signs Yet of EU Carbon Leakage
Author of a new study on carbon leakage, IEA analyst Julia Reinaud said “The EU Emissions Trading System has not, so far, triggered observable carbon leakage in sectors studied.” The paper looked at the first phase of the EU ETS from 2005 to 2007 and examined the steel, cement, aluminium and refinery sectors. It urges caution both in devising measures to combat carbon leakage and in concluding that no measures are necessary, as leakage may have been blurred due to free allocation of allowances.

Asked about oil prospects in Africa, which are starting to look dimmer because of the credit crunch, geopolitical problems and price hikes, IEA Chief Economist Fatih Birol sustained the idea that Africa’s days as a supplier of additional oil may be numbered. “We have benefited from additional oil volumes from Africa, but given the production profile of off-shore fields, we need to see significant new discoveries to sustain that trend”, he said and added, “it’s not clear that will happen.”
